D.C. candidates are running on expanded child care. Tight budgets could complicate plans

Just about every candidate running in D.C.’s high-stakes elections this year agrees the city needs to do more to bring down the skyrocketing costs of child care. Yet Mayor Muriel Bowser and the D.C. Council are gearing up to slash programs meant to do just that.
