A DC Council proposal to cut the Housing Production Trust Fund (HPTF) as a way to fund DC’s the rental assistance program (LRSP) is ill-advised, according to the DC Fiscal Policy Institute.
Without adequate investment in project-based rental assistance, projects built using the Housing Production Trust Fund increase won’t be made affordable to extremely low-income residents.
