A huge spike in families seeking shelter this winter caught DC’s leaders by surprise — and highlighted major shortcomings in the city’s homeless services. Instead of moving out of shelter quickly, hundreds of homeless families remain stuck in a run-down city shelter, budget motels, and until recently, rec center gym floors.
